Checks if vehicle is abandoned.

_vehicle: Object - (Optional, default objNull) Vehicle to check
_distance: Number - (Optional, default 1000) Distance to check
_immobilized: Number - (Optional, default 1000) Should immobilized vehicles count as abandoned

Boolean - Is vehicle abandoned
