Sets VN difficulty parameter and sets the weather server-side.

Syntax: [parameter] call VN_ms_fnc_params_difficulty
Parameters: parameter: Number - (Optional, default 1) difficulty, as well as weather factor + 1
Return value: Boolean - function's success
